Actually, Jane, it looks like the edging on a half round lamp shade from the flapper era, 1920's. Those could be the fringe.

You're making the 'Hanging Gardens of Someshere'.... VBG Or they're 'tree branch' decorations!! You know the one... get a dead tree branch, paint it a pretty colour, put it in a vase or pot (weighted slightly) and hang the decs from it!!
